    This framework describes the building blocks being laid down by the European Centre for Disease Prevention and Control (ECDC) to support and empower European Union (EU)/European Economic Area (EEA) countries and the European Commission in achieving microbial safety for substances of human origin (SoHO). ECDC activities related to SoHO are coordinated by the SoHO staff within the section on sexually transmitted infections, blood-borne viruses and tuberculosis (SBT), with close collaboration and input from other ECDC sections and units, EU/EEA countries, the European Commission, EU agencies and a broad range of key external stakeholders. The focus of the framework is on implementing the relevant parts of Regulation (EC) No 851/2004 of the European Parliament and of the Council of 21 April 2004 establishing a European Centre for disease prevention and control, Regulation (EU) 2022/2370 of the European Parliament and the Council of 23 November 2022 amending Regulation (EC) No 851/2004 establishing a European Centre for Disease Prevention and Control, and Regulation (EU) 2022/2371 of the European Parliament and the Council of 23 November 2022 amending Regulation (EC) of 23 November 2022 on serious cross-border threats to health and repealing Decision No 1082/2013/EU. In other words, it focuses on operating dedicated networks and networking activities, monitoring threats and performing public health risk assessment, and response coordination. It also refers to the relevant parts of the Directive 2010/45/EU of the European Parliament and of the Council of 7 July 2010 on standards of quality and safety of human organs intended for transplantation and the Regulation on standards of quality and safety for substances (SoHO Regulation) − i.e. providing advice on serious adverse reactions, launching rapid alerts, and developing guidelines to protect SoHO donors, recipients and their offspring. A substance of human origin is defined in the SoHO Regulation as any substance collected from the human body, whether it contains cells or not and whether those cells are living or not, including SoHO preparations resulting from the processing of that substance. ECDC’s work on SoHO encompasses those countries which come under the ECDC mandate, namely the EU/EEA, although some aspects of this work will be relevant to and include EU enlargement and neighbourhood policy countries.

    This document outlines the objectives and main elements of the ECDC framework for prevention of communicable diseases and related special health issues. It sets out a vision for strong, effective and evidence-based prevention of communicable disease in the European Union/European Economic Area (EU/EEA). Prevention has been central to ECDC’s mission and function since the Agency was established in 2005, and today most of its areas of work include prevention activities. These activities have used a range of models and methods, with a focus on primary and secondary prevention. Traditionally however, infectious disease prevention and control has been dominated by medical epidemiology and microbiology. Since ECDC’s mandate was amended in 2022, its role in prevention of communicable diseases has been reinforced and expanded to incorporate new areas: ‘(…) the Centre shall develop a framework for the prevention of communicable diseases and related special health issues, including socio-economic risk factors, vaccine preventable diseases, antimicrobial resistance, health promotion, health education, health literacy and behaviour change.’ Strengthening the prevention of infectious diseases, especially after the COVID-19 emergency, requires a paradigm shift and enhancement of previous strategies. The new ECDC Prevention Framework therefore reframes and broadens the traditional approach to infectious disease prevention by leveraging social and behavioural sciences, health promotion, health literacy and health education, and by providing an extra focus on socio-economic risk factors. The Prevention Framework will initially prioritise vaccine-preventable diseases and antimicrobial resistance as its main focus areas, with other priority areas potentially being added later. In accordance with the guiding principles of public health enshrining respect for human rights, the framework will also focus on the values of gender equality, equity and inclusion (including for ethnic minorities and socially vulnerable populations), universal health coverage, and community engagement in public health response. In order to support the implementation of the Framework and facilitate exchange of knowledge, skills and experience in the area of prevention in the EU/EEA, a Prevention Community of Practice will be established.

Tato zpráva Eurydice zkoumá, jak evropské země ve 39 vzdělávacích systémech začleňují učení pro udržitelnost do výuky a školního života. Zpráva zkoumá, které kompetence související s udržitelností jsou začleněny do školního kurikula a zda je k tomu využíván průřezový přístup, nebo jsou integrovány do konkrétních předmětů. Zkoumá, jak evropské země připravují a podporují učitele v jejich snaze vytvářet a rozvíjet tyto kompetence u svých žáků. Analyzuje podporu, která je školám poskytována při zavádění celoškolních přístupů a při prosazování učení pro udržitelnost. Celkově lze říci, že většina evropských zemí začleňuje kompetence související s udržitelností do školního kurikula, poskytuje specializovaná školení, výukové zdroje, učební materiály a pokyny, které učitelům pomáhají při výuce udržitelnosti, a různými způsoby podporuje školy. Stále však existuje prostor pro zlepšování, pokud jde o rozsáhlejší a podrobnější začleňování kompetencí v oblasti udržitelnosti do celého kurikula, rozšiřování cílené podpory, poradenství a možností profesního rozvoje pro učitele a ředitele škol či poskytování větší finanční i nefinanční podpory na školní aktivity.

    In the context of renewable energy supply in the Member States of the European Union, energy generation using osmotic power plants represents a future possibility. The first part of this study therefore examines osmotic energy technologies in terms of their technical state of development, a technical comparison of osmosis technologies with each other and other energy systems, as well as an economic overview. In the second part of the study, the potential for osmotic energy generation in the EU Member States is determined. The aim of the study is thus to provide an overview of the technology systems and the general energy potential. Information regarding the energy potential from osmosis was gathered through a combination of literature searches and interviews with experts in the field.

    The aim of this report is to investigate the potential for harnessing key features of Transformative Innovation to improve the design and the implementation of Climate Change Adaptation (CCA) strategies, based on empirical analyses. The study draws on the conceptual framework on this question previously defined for the JRC (European Commission, 2024), and the methodology for case studies articulated in the same report. The case study research comprises overall 14 case study reports covering 16 different territories from across the EU and beyond, casing various institutional contexts, a variety of climate risks within different biogeographical regions, different ranges of population sizes, and representing a diversity of approaches to CCA and transformative innovation1. The framework takes the form of an analytical grid, structured into seven sections, each of them representing a key feature of the ‘transformative innovation’ approach where the features are understood as essential conditions for the design and implementation of CCA strategies with this high level of ambition. Each section sets out the main question(s) to be addressed in relation to its respective transformative innovation features. This Report provides the findings for the regions of Attica and North Aegean regions, Greece, as at November 2023 and is the result of a collaboration between the Joint Research Centre (JRC), DG CLIMA and DG RTD.

    The EU has ambitious goals for accelerating the energy transition through locally manufactured technologies. However, Beijing’s grip on the clean tech industry makes it difficult for the EU to go green without Chinese equipment or its extensive supply chains. China’s advantage lies in government incentives, access to critical materials, highly efficient manufacturing ecosystems, lower labour costs and less stringent environmental regulations. To advance its energy goals, the EU should pursue a multipronged strategy. It needs to ensure a level playing field for its clean tech companies and prioritise innovative technologies that rely less on imported materials and Chinese supply chains. It also has to secure access to critical materials through trade deals and consider establishing stockpiles of these.

    West Africa has been struggling with a lack of proper transport infrastructure for a long time. This has been hindering economic growth and trade competitiveness in the region. To achieve the goal of an integrated Africa and support continental trade, it is essential to address this gap. The challenge is made more difficult by the aging infrastructure, rapid population growth, and urbanization, which require significant investments of 1 30-170 billion dollar annually until 2030, with 2 4.3 billion dollar allocated for the transport sector. Traditional financing alone is not sufficient to meet this need, and innovative approaches like public-private partnerships (PPPs) are necessary. Governments should explore new funding mechanisms and build partnerships with the private sector to effectively bridge this infrastructure gap. This policy brief advocates for PPPs as the optimal solution to strengthen West Africa's transport infrastructure, which is crucial for unlocking the region's economic potential and fostering overall development.
