In 1992, the United Nations Conference on Environment and Development was held in Rio de Janeiro, and gave the impetus to the integration of the concept of sustainable development into national and global policies. In Hungary, the National Sustainable Development Council (NFFT, established in 2007) developed the Hungarian National Sustainable Development Framework Strategy, which was adopted by the Parliament in 2013. The framework strategy aims to provide a nationwide, long-term guide for individual and community action. Compared to the strategy of the European Union or the UN SDGs, the Hungarian framework strategy interprets the concept of sustainability much more narrowly. In this interpretation, sustainable development policy is primarily a long-term resource management activity in which it distinguishes four resources: human, social, natural and economic resources.

The Hungarian Central Statistical Office has published the indicators of sustainable development every two years since 2007. 100 indicators are disclosed in the present volume, 33 presenting the state of environment, 44 that of society and 23 the state of economy.
Though since 2013 the publication has not followed the 3-level hierarchical structure applied by Eurostat, the majority of the indicators is invariably available. The comparability with the EU indicator system and the previous publications of HCSO is ensured by the summary table at the end of the publication.

In respect of its structure, the sustainable development indicator system in Hungary closely followed the system of Eurostat in the past years. However, our publication is broken down thematically instead of the problem-oriented approach preferred by the EU. The indicators appear in the chapters and subchapters according to the topic they are part of. The publication consists of 3 parts, the chapters environment, society and economy include a further 17 subchapters. It is a change compared to the publication titled Sustainable development indicators in Hungary published in 2011 and presenting 149 indicators, that a considerable number of indicators have been merged, as a result of which 106 indicators are included in the present publication. The comparability with the EU indicator system and the previous publication of HCSO is ensured by the summary table at the end of the publication.

Sustainable development is one of the main objectives of the European Union; the European Council approved a related strategy in 2001. An important part of the strategy is to measure the progress towards sustainability; therefore a related set of indicators was approved by the European Commission in 2005. We supplemented it with indicators highlighting our domestic characteristics in this present publication. The primary objective of this publication is to show the period between 1995 and 2009. We hope it will contribute to the measurement of the Hungarian sustainable development.
